We do not block anyone, but i admit i am looking at every order with suspicion if it is from a handful of countries. I have quite a few people which use different fake profiles and possibly stolen payment means to get around me and I must admit a few succeeded sometimes, but I am getting better.
I think this is not about race, it is about culture. In an overcrowded place you do anything to "skip the line" and survive, this reflects on your whole culture sooner or later. If you are polite and nice, you will probably die, so darwin works towards that cultural evolution.
I have also been to china a few years back, people are not simply impolite, they ignore each other and the common sense at times automatically, you need to grab their attention so they see you are not just one in the crowd before they change stance, probably more out of curiosity than actual good upbringing.
But it is not for us to judge, we do not know how it is to survive there, or how it was when those people grew up, our rules of behaving in public are evolved in a different context.
We have chinese customers since 10 years plus, but the fact fakers do not take no once, twice, thrice, etc and keep trying with different profiles and other things may create the impression the big majority is bad when they are probably just a handful.
