这句话是说的不允许两端对齐吗？

这句话的意思是无论图像表格和文字图像是否插入在文本中都需要准备独立的文件吗？

大概意思，个人理解
1、不要使用文字处理软件的自带选项进行文本调整或者断字。
2、所有表格，图例等都需要提供源文件，无论你是否已嵌入（论文）中
